WHIC (Wuhan Zhishengji Gongye Gongsi)
Established August 1993, under auspices of Wuhan local government, and with ¥64.5 million capital, to co-produce Enstrom F28F, 280FX, TH-28 and 480 helicopters; assembled first two (280FX and TH-28) from CKD kits October 1993; delivered to Wuhan Public Security Bureau and PLA respectively; at least one more US-built TH-28 supplied to China in May 1997. Two Enstrom 480s delivered for reassembly in June 1998. WHIC also operates an Enstrom 480 as demonstrator and for charter work. New factory completed on a 150 ha (370.7 acre) site and reportedly became operational in 1998, although no production had occurred by end of 2002. However, agreement revived by March 2003, when Enstrom announced expectation that component manufacture by WHIC expected to begin in third quarter of that year. Manufacture duly launched on 3 September 2003, coupled with news that plant had received Y202 million investment from Wuhan Helicopter General Airline Company. Factory is expected to have eventual capability for completing up to 100 helicopters per year. Most are expected to be used for forest fire patrol work.
